Yes, the problem is related. The shut off of the turn signal is regulated by the distance you travel after you have turned the signal on. Try removing the speedometer cable from the front wheel and pull on the inner cable. I'll bet you will find that it is broken. Replace the entire cable system and you should again have the speedometer, cruse control and the turn signals will work as they should.
