Subject: Starting Question

I believe I read somewhere in the book that there is a neutral sensor that will not allow the bike to be started unless the clutch is pulled in or trans is put in neutral. I have a problem on my 94 Voyager in that sometimes I can start the bike without pulling in the clutch, sometimes the starter button does nothing when I push it even though the neutral light is on - when I pull in the clutch it starts immediately. Sounds to me like there is a neutral sensor that either needs to be adjusted or be replaced. How does this system operate and where is this sensor and how to do I adjust/check it?
