Subject: Fuel pump problem?

I picked up my 1987 Voyager XII for what I thought was a pretty sweet deal. It has less than 10,000 miles on it and has many extras. The original owner drove it for a while then has a slight laydown (damaged the front fairing) then it sat in his garage for abot 10-15 years. When I bought it the battery was dead and was told that it needed the carb cleaned out due to it sitting for so long. He told me that he could get it to start with ashot of spray of starter fluid.
So, I pulled out the carbs (pain), rebuilt them, replaced the battery, changed all fluids and filters.

Nothing changed.

It still wont start. It will turn over but not fire. I pulled the fuel pump and cleaned the contacts as listed in this post:

Still nothing.

How can I check to see if my fuel pump is shot?

I really do not want to replace it if that is not the problem.
