Subject: When we were in Holland, we were told that Dutch engineers could have saved NO. Their lives depend on making dikes work and controlling the water. They should have been called in long before Katrina struck.

The language must have been written in Dutch and translated, some of the grammar seems awkward. But the site is understandable and even has graphics depicting how the various Dutch water management devices work.
