The loss of feathers is not likely to be caused by the pine shavings. I've never heard of a case where the quail's feathers have been iritated by the shavings in any way. I've read somewhere that molting can last a month to as long as 6 months or more depending on the bird species. I can't tell you for sure that your quail is molting anymore though most do molt during the change of seasons at this time.

Stress can also be a factor causing the loss of feathers. Giving him unnecessary stress or trying to handle him if he's not tame might contribute to the problem. If this continues to be a problem your best bet maybe to see a vet. Good luck!
