There is a chance that they'll sit. I've had loads of sitting quails (I've even had two females sitting on the same nest at the same time, so cute!!). Maybe its got something to do with the environment that they're in. Mine are in an aviary outdoors with a natural kind of habitat.
If theres loads of nesting sort of material around like hay and stuff then they might decide to pull a nest together. I've heard that they will lay eggs all over the place and then bring them all together when they start to nest but my quail either lay them in the nest or move them there straight away (maybe my quail are just weird lol).
As for the clutch sizes they can range from 6 to 16 it really depends on the quail.
