Assuming these are old enough to sex, I would definitely go for one male and a few females then. It is my understanding that females can sometimes live together, but males are unlikely to get along with each other. If you decide to breed at some point in the future, you will have an ideal colony. Button quail are supposed to be very territorial as a rule, but I think the main advantage to keeping mated pairs versus colony groups is fertility rate.

If you are starting with young chicks, you probably want to get several more than you plan to keep, just to ensure that you have surviving members of each sex in desired quantities. They will need a temperature controlled environment for the first 5 weeks or so and you will want to start tracking down some unmedicated game bird starter.
