I don't recommend clipping wings. It's generally not necessary and may restrict their movement. Taming is highly individualistic. Quail are not like hookbills in that hatching and rearing them artificially makes them automatically tame. I would work carefully with them and perhaps offer them their favorite treats with an open hand. Most quail though dislike being handled. It's a matter of getting them to trust you.
