Hi Thomas,
Sounds like your little quail might have an infection. Do the hospital cage thing and try him on some boiled egg, cooked rice(serve when cooled) and offer much of his other favorite treats. The cooked rice water is good to give sick birds(free choice in little dish), once it's thoroughly cooled of course. A stool sample to the vet is a good thing to do to see what medications and or anti-parasitic meds he may need to have. I am a big fan of suppotive care, warmth and good food to help get birds better....you may have to handle this fellow less to help reduce stress.
