Hi Nikki,

Your female will lay eggs without a male, but the eggs will not be fertile. You will only have fertile eggs if you have a male and female together. You would not be able to tell by breaking one open. If you have male and female quail together, create an environment that would be conducive to nesting -- lots of hidey places -- and with time, I bet you have a female that decides to hatch some eggs!
