You need to get him on some rubber matting asap, until you get some a flannel will help somewhat. At this age you may need more extreme measures to correct the problem - http://www.parrotparrot.com/splay/ this site describes two commonly used method, personally I prefer the hobble, but it's very difficult to do on a bird so small.
If this happens again you need to act immediately, within his first few days, to have the best chance of the bird becoming completely normal.
