I personally have never hand raised a baby quail and so I have no idea how that would end up. However, I do own a rehomed BQ. He's lived with me since 6 months old and I have been holding him and working with him and he will sit in my closed hand and let me pet him and he seems to like it. A few things I've had him sit on me and he has not run or flown away. However, he became very calm after a certain amount of time and more tame/calm with handling. I would still never let him run around by himself tho. My female bq on the other hand has never gotten used to me and will freak if I'm near, let alone if I have to handle her for some reason. I think it will depend on the bq, and I would assume that raising from a baby or young age would help out a lot.
