Pecking and plucking is a sign of two three things.

One, (the most common) is stress. Did the pecking occur as soon as you moved them from cages? Did something in the enviroment changed? Lighting? Etc.

Two, Agression. Are they both males? Both females? These little quails are monogamous (which means they live in ONE pair of a male and a female). They should never be kept in conveys or groups. I know several people who keep them in groups and when you least expect it, they will have either a pecked one, hurt one, or even a dead one. So, you will limit the problems if you keep them in pairs of a male and a female. Also, small, tiny cages somehow triggers them to pluck. so I would suggest to keep them in a fairly decent size cage. (which sounds like you do)

and thirdly, Habit. Like Ronda stated before, a "pecker is always a pecker". I agree with this to an extent. The reason is because what may be trigering the pecking may be easily resolved by meeting their needs. If you have done everything you can and it still does it, I believe he should be removed from any breeding program.
