I am an owner of six quail. When the male is in the mood to mate a female, or just exerting dominance over the female and establishing her as his own or about to mate her, the male will puff up, spread its wings out, and rush at the female, clacking its beak or pecking aggressively. When the female is about to be mated or being mated, she will crouch down, turn her head to the side, and make the peep-peep-peep noises AS THE MALE IS MATING HER.

Alternately, however: and this is something you really should know,
quail may also crouch down and make the peep-peep-peep noises because they see a large dark shape moving fast above them. This is especially common when your quail are juveniles: they mistake your quick movements, especially when they cause a shadow, for a hawk. The peep-peep-peep is then an alarm call, and the quail crouches down and flattens its feathers against its body, opening its eyes wide. The quail freezes until the danger is past. The main difference that I can see is that the quail is more fluffed up when it is doing the mating reception ritual, though even this varies.
