Sorry to hear about your female quail.
Sounds like you are doing all the right things to help her. How long has this laboured breathing been going on and how old is she? It's hard to know what it is, maybe a bird vet will know. What kind of antibiotics are you using? Wonder if she is conjested due to a cold or possibly some kind of fungal infection? Has she worsened since yesterday or stabilized?
