Sorry I have absolutely no idea how to help that one- so strange that it happened on both eyes... but i guess first step is maybe remove any dirt or sand you might have set up in her cage.... if she cant blink then i guess she won't be able to block that stuff out anymore.

Secondly do quails blink to keep their eyes from drying out? If yes then perhaps it's an idea to hold a warm compress against her eyes every now and then. Are you a member of quailforum.com? there's a lady called Jo there that is very nice and knows EVERYTHING on quail- if anyone can help she can.
