My suggestion is to keep it simple, but take into consideration the needs of the quail. I consider an aquarium too expensive, unless it can no longer safely hold water. I tend to use large cardboard boxes with a screen top and deep litter on the bottom. An obervation window and can made with a small pane of glass or screen if need be. Generally quail don't like all wire enclosures and certainly not wire floors.
