By chance, do you have an open watering bowl where they may be getting their feet wet and then tramping in their food bowl? They may be getting the balls on their feet from their food dish.

I put my quail's feet under the water in the sink dipping the feet and carefully trying to rub the toes until the hardness softens and comes off when I notice the problem. I constantly check their toes for buildup.
