I don't know much about button quail, but I know a bit about feeding chickens. Chicken rations can be made at home out of fairly easy to get ingredients. They are primarily corn, supplemented by oats and soybeans to make the appropriate ratio of protein to carbohydrates. There are a variety of recipes at http://www.lionsgrip.com/recipes.html. The recipes are in tons (tonnes to you?), too much to make for your little flock. Here is an adaptation that you could make out of supplies fairly easily obtained at the grocery store:

50% whole corn meal (or grind your own, or use whole wheat flour)
35% ground roasted soybeans (or chopped peanuts, or peanut butter in the US)
10% ground oats (get rolled oats and grind in flour mill or coffee)
5% "limestone" (presumably oystershell calcium is what you use?)

This is a tad under-protein (around 20%) but if you are feeding mealworms as well for treats, it will be fine. There is a relatively high calcium content as this was adapted from a layer recipe. Chick starter would have less limestone. If you use soybeans instead of the limestone, your protein will be just about 22-23%. Supposedly the soybeans really do have to be roasted.

I use a vitamin supplement in the water of my chickens, which I would suggest (use the parakeet supplement) as most commercial feeds are supplemented and the one above is not.
