It sounds like an infection in her ears and upper respiratory tract. (Do quails get sinus infections? Do they even have sinuses?) The open mouth with stretched neck sounds like she might be gasping for breath.

If it was one of my kids I'd put her in a room with a vaporizer and some Vick's Vapo-rub, but I don't think that's a good idea for a bird. I think a vet might be in order for this one, unless someone else has an idea.
