I use shavings with hay over the top of them. The hay helps to keep it nicer longer plus keeps the shavings out of the dishes. They also love to forage in the hay and eat it. Mine like to build their nests in the corners too with the hay. I even use it for chicks as they love to hide in it and it gives them good footing. I would not do a flat surface at all with Buttons. You would have a problem with poop balls building up on their toes. I have never had that with the bedding I use.
