Can you maybe separate them so they can still see each other? I guess that way they wouldn't feel lonely. Mayne you can put in some sort of cage divider?
Maybe the aggressive one is also just a little more outgoing and active and the other one doesn't respond to it so she gets chased around. If they are next to each other divided by a screen or cage wall, your quieter one still wouldn't be lonely, and the other one could also get the contact without having to chase the other one...
