I used to live in upstate NY and a neighbor had button quail outside in an avairy the cold was no big deal.
He kept them with doves (not sure what types). The avairy had a dry area where snow never touched it I cant fathom a problem in your area at all. It gets COLD Upstate NY .

I know he used couple of wooden boxes with hay inside and small opening so the birds can escape the freezing cold at night and bird houses for the doves never had the slightest problem and they all bred like mice come Spring.

I am looking for same info as you but in my case the extreme heat. He did not use any heat just homes with openings that didnt face the wind
