I've always used pine shavings and have never had I problem with it. Although i think one of my quails mistaked it for food, choked and died :C Im still not sure if thats what caused it, but he had the bedding stuffed in his mouth.

Other than that my female quail has had no problems, its easy to clean in my opinion, and looks great. just got to be careful.
