Have a doctor review your discharge exam and give a written statement that in his/her professional opinion the blood pressure readings shown on discharge exam is consistent with a diagnosis of hypertension and it is more likely than not that you had hypertension at the time of the discharge exam. Make sure the doctor includes in the statement that the opinion is based on a review of the discharge exam. Submit this written opinion as evidence to VA.
