The DAV must have some sort of medical evidence that he was disabled (mentally or physically) and she may not have that documentation. The next step is to find The Marine Corps League reps that deal with the VA. I have used them a few times but now rely on the DAV and my medical records. I am 100% and that took a very long time and doubt my family would have been able to put up the documentation required without my help.

There is a book written by a Hollywood actress whose husband came home from 1 or 2 tours of Nam and committed suicide. Can't remember the book name but she was a blonde who did a movie with Elvis and her husband was an Army Green beret Captain. Books like that may give you help with your research options and may also open up all the repressed pain. The VA is overwhelmed with returning Afghanistan and Iraq vets. We, the Vietnamers are being put on the back burner, no doubt in my Marine Corps mind.

Sorry, another set back for you might be if you've re-married. That to them means you've moved on and now are looking for compensation after the fact. I know that happens with young mothers. They need help physically and emotionally but the VA will not compensate in most case like hers. Sad fact, the VA can do good and they can really suck. See a congressman, The Marine Corps league, the DAV and State veteran reps and sites like this. My first time here and i can pick and choose those requests I can directly offer assistance to. Hopefully others are out there, in the netherworld, and they come home. Semper Fi.
