It's for the US Department of Labor - basically, if there is no gap in coverage, the new insurer cannot impose a pre-existing condition limitation. Read through that web site carefully - and you might even want to check with an attorney - but that was one of the major ramifications of the COBRA law, along with the employee's right to continue their insurance coverage at their own expense when leaving one employer and before coverage begins at the new employer.
