If your dog is completely deaf in both ears, they cannot hear any type of frequency, so the answer would be no. However, some dogs we deem deaf can hear certain frequencies. My mostly deaf sheltie hears very low and very high pitches better than the medium range ones. If your dog is responding to the whistle, it means he/she has some hearing in the high pitch ranges.

Remember, the "silent" whistle isn't silent to hearing dogs. It's just at a frequency higher than our ears can pick up.
