I have psoriasis, and I use Elocon skin cream to treat it. So do millions of other Americans and people around the world. It is definitely not "performance-enhancing", so I think we all understand what Eddy Merckx's successor (Lance) is going through with this b.s. in the media. I guarantee you that Fignon used it, and maybe 30-40% of the past stage winners and Tour Champions used it too.
