Well, if the brake is frozen in the "on" position, that's like driving with your foot on the brake. But it would just mean the brakes are worn out, that's all. Not sure how it could wind up costing two grand. Sounds like there's more to it.

Besides, you say, "since it rolls freely when engaged", which sounds to me like it's stuck "off", meaning it's not doing anything. And it's just a cable that runs from the lever to the rear brakes. Something doesn't sound right at all here.
