There are 2 lengths of cable behind the brake drum, and they join on a half-round cam of sorts that pivots on a pin. That cam is known to seize onto that pin and will not budge. You get the feel at the parking brake handle/lever that you're getting a firm set on the brake, but that force doesn't make it to the shoes. It happened to me, and has happened to others.
