The website makes you work hard to get to the download of the pdf.

Click on that link, then when the page comes up, scroll down and click on download.

When the next page comes up, click on:
Go on downloading!

When that next page comes up, you have to wait 10 seconds. Then click on Download! Then you can download the document.
