Here are some steps you can take to speed up text to speech function development.

Step 1
Get an idea how good the SAPI5 voices are.
go to <a rel=nofollow target=_blank href="http://dimio.altervista.org/eng/">http://dimio.altervista.org/eng/</a> and download DSpeech.
go to <a rel=nofollow target=_blank href="http://www.cepstral.com/downloads/">http://www.cepstral.com/downloads/</a> and download trial
voices.

Step 2
Get an idea that it is not hard if you are a skilled programmer
go to <a rel=nofollow target=_blank href="http://www.vocaboly.com/">http://www.vocaboly.com/</a> and download Vocaboly. you can see the voices could be changed easily.

Step 3
give us the text to speech feature !
you can make the Question card and answer card speak English
or
you can make the Question card speak English and answer card speak German and vice versa
