 I had the same problem with my mouse wheel, but not only in this program, but in various other non-Microsoft programs (!)

It seems that there was some glitch to the mouse driver itself (I got a Genius optical model). Even when I reinstalled the driver it wouldn't work. I had to reinstall Windows again.
