OK, now I understand the situation better. This correspondence has made me aware of how ubiquitous Unicode became and how it made internationalization easy (as far as I am concerned). And I must say, Microsoft had a great deal in this. When the newspapers here in Turkey began their online editions, around 1995, it was very difficult to get the characters right. Everyone had their own solution, which did not work for many people. So, the newspapers had to publish their pages in ASCII (or, to be correct, ANSI) characters, by converting Turkish-specific characters to their closest equivalent. But today, all Turkish websites use ISO-8859-9 (Turkish) character encoding. And since IE 5.5, I can read Arabic websites without difficulty, even under Win98.

Finally, let me add that Internet Explorer is a very handy program to change the encoding of a web page. I have discovered this after searching for many hours for such a program. So now, I can easily change the encoding of a web page from UTF-8 to a Windows Ansi set by saving it with the desired encoding in IE!
