Simply raising the price of gas doesn't always address the right demographic. What goes up is the price of goods to everybody, and the price of transportation for the many who cannot afford to choose the most economical and up-to-date transportation, such as the rural poor. It also raises the price of doing business for tradesmen who must drive utility vehicles. Meanwhile, the rich can always afford to drive gas guzzlers. We're already seeing this as gas prices have risen.

I may have a different perspective on this because I live in a rural area. There is no public transportation, and realistically there never will be. What little there is in the vicinity does not come to me nor does it go where I need to go. The climate is hostile to many alternative modes of transportation such as motorcycles and bicycles. Sure, there are ways that the situation could be improved, and many people squander energy, etc. etc. But simply raising the price of gas isn't going to fix that.
