MJC, your concerns are worth considering and people like you should be able to drive what they need. But 'NEED' is the keyword. Say 90% of SUVs and 50% of P/U trucks are an overkill for a drive a guy around, and even for a few people there's better options, ie. minivans.
Also note how this article mentions a progressive tax. But I'd apply it according to the NEED not the SIZE. In other words, commercial vehicles would be registered as such and get a lower rate, and fancy SUVs would get a luxury tax.
