Mr Floaty-Boots, imo, is either Ethan or Dracula. If it was Ethan, then yes, he was projecting himself. Its also worth bearing in mind that a lot of what we saw prior to Buffy being woken up could be part of her dream, so it would be even easier for Ethan to astrally project there. And if it was Dracula, well he can most probably levitate. Just another gypsy trick to him I should think.
