as also seen in season 5 "Checkpoint", after a few years [technically] rougue, the council still (almost) managed to make her jump thru hoops. I kinda see it as a great "growing up" moment for buffy, when she realises her power & control over them.
I guess she is what the council was always worried about, an adult slayer with her own mind who didn't need them. But instead chose to allow them to work for her.
