It became a matter of servicing the main character arc and after awhile Xander became more of a peripheral character.

I'm not sure what this is supposed to mean. Xander always existed to serve the main character's arc. He became more peripheral, not because of something about changing story direction, but because the latter season writing staff had lessened interest in his character and thus did not emphasize him. From an external perspective, I don't see why, for example, Andrew provides greater service to the story arc. But in terms of characters to be emphasized and used, the writing staff chose to use Andrew more.

To me, that's really the end of it... every character adds to the story - it's just a question of which the writers want to work with. I don't think it's a case of "We want to emphasize this issue - lets use Andrew because he represents that issue and not use Xander because he doesn't..." I think it was a matter of "I'm excited to write this for Andrew, let's see how we can fit it into the arc..." and lesser corresponding interest in such writing as pertained to Xander's character.

Which, really, there's nothing wrong with that. As a storyteller, you are free to tell whatever story you want to tell. And if the audience would prefer something else... Well, too bad for them. You've given a story, and they can take it or leave it...
