In "The Wish", the alternate Giles, during a phone conversation with Buffy's alternate-world watcher, agrees that there is "a lot of demonic activity" in the Cleveland area. I suspect that the real-world Giles was also aware of problems in Cleveland, and subconsciously expanded the demonic activity notion into a full-fledged Hellmouth, in order to give Buffy (and himself) a possible new career opportunity.

In addition, I refer you to Mephistopheles description of damnation in Marlowe's Dr. Faustus: "Hell hath no limits, nor is circumscrib’d in one self place; for where we are is hell, and where hell is, must we ever be." Substitute Hellmouth for Hell, and this is a description of Buffy's fate - for that matter the fate of Angel and all the Scoobies.
