Well, given the choice between guarding a Hellmouth in Rome and one in Cleveland, which one would you choose? Even if there wasn't actually a Hellmouth in Rome, I would just claim there was and go anyway. Besides, with all the new slayers, I would think the primary Slayer would have her choice of duty postings.

Now if Giles had said there was a Hellmouth in Houston, I would have believed him without a moments doubt because, have you ever spent a summer in Houston? Kind of how I would imagagine a Hellmouth (or Hell itself) would be like except Hell would probably have a less oppresive climate.
