This borrows from a comment that someone just made....but I don't care to credit him/her.

The word soul is tossed around on the show a lot. My guess though is that most of the talk about Angel and Spike has to do specifically with a human soul. I suspect the Buffyverse exists in such a way that all living creatures have souls(or maybe a better term would be essences), but that different creatures have different types of souls. For example, the soul a human gets would be inherently different from the soul a vampire gets.

My guess is that with a little tooling around, a theory could be made based on this premise(all creatures have souls of some kind) which could explain why Holland and Linwood are nearly pure evil, and why chipped Spike has a flicker of humanity every once in a while.
