The guy in the asylum used to be in the Navy when he and another guy picked up a frequency they couldn't pinpoint the source of that was repeating the Numbers over and over again (when Rosseau came to the Island, she replaced the message of the Numbers with her distress call). The friend of asylum guy used the Numbers to win a "count the beans in a jar" contest, after which his friends and family suffered enormous bad luck until he killed himself. How asylum guy used or was affected by the Numbers we don't know yet. That seemed to be made pretty clear in the episode "Numbers".
