The Operative is a fundamentalist in the absolute worst sense of the word. A mindless automaton that never “thinks” about what he is doing. He has faith that those that have told him what to do know right and know truth. He trusts that so he doesn’t have to think. He wasn’t much different than Mr. Universe’s Bot. When his job is complete, he lets them go because he doesn’t need to kill them. End of mission. He has no emotional investment in anything he does.

Early was emotionally invested, to the point of being psychotic. He reveled in causing pain.

They aren’t that different in that neither of these fellows is in control of themselves. The outside influences get them to the same inhumane point. Just like the reavers. Whedon has chosen the path of finding humanity within. A very optimistic place I think. He discounts both ends of that spectrum whether it is the uncontrolled anarchy of Early, or a completely controlled lack of emotion of The Operative.
