The Welfare state hardly created or even, I would argue, exacerbated a violent criminal underclass. See the nineteenth century (or any century before, really), or for that matter, any contemporary country I can think of without a "welfare state". This is not to say that good intentions don't have (and haven't had) undesired consequences, but this strikes me as a poor example.
