Yes. The idea is that the Reavers are not at all mindless. They probably do have a social structure with social customs. They may have ideals of a sort. Such things can be passed on to others. But their passion for destruction means ruin for all, but very few they come across. How they'd know someone like the survivor of Bushwhacked would be a candidate to become a Reaver, I couldn't begin to guess.
