I agree.

In a well written story the 'campfire tales' are supposed to reveal more about the storyteller than the monster s/he is describing. No matter how much one likes or dislikes the storyteller within the larger tale the audience is supposed to recognize that anyone speaking about a monster that leaves no witnesses (except perhaps insane ones), must just be repeating rumor and speculating. I'm not sure in what context J Espenson made her comment, but I would suspect she was less saying that there was a big change in the Reavers (Jossverse mythology), than she was saying there was change in what was said about them (story-within-a-story mythology). I think she was mostly trying to fend off the likely criticism by more rabid fans, that Mal said this, and Book said that. The implication of the criticism being that we must believe absolutely everything they say, which is certainly not true.
