Premier regrets Irish vote on treat

BRUSSELS — Ireland's prime minister said Friday that he regrets Irish voters' rejection of the European Union's latest treaty, a result that has rattled the EU.
"I make of course no apologies for the decision of the Irish people. The Irish people made a sovereign decision. It was made at the ballot box and it must be respected," Brian Cowen said.
An EU survey released Friday found that the main reason the Irish voted "no" was that they didn't understand the treaty.
