GREEN CARD On Thursday, when Irish Americans celebrate St. Patrick's Day, the White House will be playing host to the family of Robert McCartney, a Northern Ireland Catholic slain in January after he was involved in a bar brawl. It was alleged that the gang that attacked him after the fight included members of the Irish Republican Army. The I.R.A. has condemned the killing and vowed to hunt down the participants, but the Bush administration has withdrawn an invitation to Northern Ireland's political parties, so that it can avoid dealing directly with Sinn Fein, the political arm of the I.R.A.

Although Sinn Fein has long refused to cooperate with the police, Gerry Adams, its leader, said earlier this month that it had turned over the names of seven men it believed were involved in the killing.
